paint right on to a rusty rotor, please help

Thanks for the replies, but I am not talking about the area where the brake pads are. It does rust in this area also but applying the brakes gets rid

It does rust in this area also but applying the brakes gets rid of it. I am talking about the rest of the rotor that never sees the brake pads including the edge around the circumference of the rotor.
