paint right on to a rusty rotor, please help

i would remove the wheels, use a wirebrush to clean the rust off, then mask the area where the pads make contact and calipers, and use duplicolor glow gloss black

i would remove the wheels, use a wirebrush to clean the rust off, then mask the area where the pads make contact and calipers, and use duplicolor glow gloss black engine enamel paint directly.

ive tried engine enamel primer prior to the enamel and it chipped... where as no primer worked better.
