I'm certain were discussing ferro fluid here, not glue...Tweeters would have to be pretty old for it to dry up, but when it does, it will effect sound quality, as well as power handling.
For $30, I'd take a shot at them, though.

As a matter of fact, it says ferro fluid on the back of the tweeter (see photos on Ebay).

Edit: are they really 3"?
