I'm thinking this HAS to be someone's idea of a cruel joke. Kinda like something they did just see how it would look, hence the sticker that's still on the rear tire. What self-respecting tire shop would leave that sticker on a paying customer's brand new setup?

Car must handle like crap, even if he puts on those custom suspension components it going to look like those civics that cut their springs way too low.
