Pad height is the part of the wheel face behind the face of the wheel. This is the area in which the lugs attach the wheel to the hub. The height refers to the distance from the hub to the back of the wheel face. In order to build the wheel to clear the calipers you must adjust the pad height. This is why when you look at the japanese manufacturers they have faces labeled (O,J,A,B, and etc...) each of these faces has a different pad height and their purpose was to clear different brake sizes.
