Balancing beads vs. wheel weights

I'm having the same problem with my new varstoen es2 wheels. Mine are 19x9.5 22 offset front and 19x10.5 12 offset rear. The tires are hankook evo2 255 front 295

Mine are 19x9.5 22 offset front and 19x10.5 12 offset rear. The tires are hankook evo2 255 front 295 rear. I balanced my wheels 3 times at 2 different locations and i still get terrible vibration. I also put on the rings and did an alignment. Not sure what i should do next?
