The guy is bluffing since he can't close his account with an open dispute (now a claim). Doubt he can afford a lawyer either. But yeah, gotta wait until I get back to the states (1 more day) and then I'll be able to call Paypal to get it sorted without waiting until the claim goes through by default.

The guy obviously isn't gonna cooperate.

He is technically right, no one can enter his account, but there are far worse things than that.
Depending on US/Canada laws between the two countries, you can put a lien against all his accounts (and name), his property, etc. This screws him on any money he makes in the future, meaning if he gets paid the money is redirected from his account to pay off the lien.

Also, if your lawyer wants to pursue it you can bring criminal charges against him, both in Canada and the US. Look into filing with other US/Canada agencies to add him to a wanted list, if he tries to go in/out of either country he will be detained and arrested.

Sure, let him keep his money in his account, but you can own his life, much more enjoyable to destroy him.

That or Interpol. I would love to see the look on this ugly motherf*ckers face when his door is being kicked down by Federal agents.

Ah, did not know paypal would lock him out like that (I got screwed by paypal in the early years and stopped using it), and at that point you do not want to mess with Paypal. They have more expensive lawyers and a longer reach than most of us can imagine.

Well I mean he must live a pretty miserable life being as ugly as he is, thus feels the need to make other people miserable too. He can only cause a temporary problem whereas he has to live with a permanent one (I wouldn't try to scam a plastic surgeon...) Regardless, I hope he is lurking and seeing all of this because deep down, he knows he has to live with being the most grotesque person on this planet. :barf:

Edit: I know a couple guys in private security although neither is Canadian. If you don't get satisfaction from Paypal, let me know and I'll try and find out what your options are.

E/W: Tl;dr. Naive guy puts $1900 down on an imaginary HKS prototype TT kit that doesn't exist. Scammer withdraws paypal money, closes bank account and taunts OP. Scammer's identity is known but the catch is - he's canadian.

I've asked a guy who deals with this sort of thing for a living what the next step is but I dunno.

Yes, it's all cached and I already sent it via pdf to the Winnipeg police anyway. The bored woman answering the phone just asked me to send it in an email so I did. Regardless, his identity and address are known. I'm absolutely shocked he hasn't panicked and returned the money yet but I'm betting the donkey-toothed dummy was true to form and spent it already so he's totally screwed.
