Is testing really necessary on that car in the states? Shouldn't it be a lot more cost effective to get all the testings knocked in Japan then just bring over

Shouldn't it be a lot more cost effective to get all the testings knocked in Japan then just bring over the production models? Maybe Lexus is using that specific model for U.S shows?
