It doesn't do that on 'low' setting which is what I prefer for long distance drive.

No, the high setting does not do anything at all. I would turn it on high when I get in the car and the seat never get warm even after over 10 minutes of driving. Then it gets warm as soon as I switch the setting from high to low.
