Navy Federal, USAA, and PenFed will all give you the New car rate if it is current model year or if the car has never been titled.

Thanks everyone for your replies. I ended up with a 2010 Nismo in platinum graphite...got it NEW for just under 37k after tax, title, and registration. I'm happy so far!
