A dealer should be able to do a basic quote, since they all have access to the same manuals and parts catalog. Usually they have the separate locations for collision centers so that they don't clog up their work bays with accident claims instead of vehicles in for the usual dealer maintenance. And the techs could always call the CC if they have questions that they don't know the answers to. Whether or not the prices listed in their parts catalog are the same as the online prices or not, I have no idea.

As for quotes, my recommendation is to have a quote done by the shop that YOU want to do the work. Insurance companies typically don't require multiple quotes, and are just as happy to pay what one shop asks for the repairs. As long as they do a thorough estimate, you should be good. It helps if the shop in question is a part of that insurance companies' repair network, but if it isn't, it isn't a deal breaker. You should still be able to use that shop, but you may or may not have to argue the point with the adjuster you are dealing with. Depends on the company, and how good the adjuster is feeling that day.
