Is it related to engine speed then? if so then that rules out everything like wheel bearings and tires. If you are not moving and you rev up the engine

Is it related to engine speed then? if so then that rules out everything like wheel bearings and tires.
If you are not moving and you rev up the engine do you hear the same sound?
