That's not a government NYC or NYS link for the procedure.
It all depends what the court your dealing with allows. In NYS big cities even as small as Buffalo and Rochester, you can't really fight tickets as they are rigged kangaroo courts, as the city courts use assigned referees for minor traffic offenses.
