18 inch is quieter and if there is a decibel bylaw in your area, it is just on the cusp of that. The 12 inch would be above most decibel level bylaws.

A CBE in California is not illegal when it comes to emissions testing... High Flow or no CATS are! A CBE system is not an emissions control device and does not need a CARB sticker.

However, a aftermarket CBE might not pass sound (db levels) when it comes to a cop pulling you over, who "might" issue you a fix-it ticket.
