Additionally you really want to refrain from following people (and cutting them off/blocking them in) after an incident... he could very well have the same CCW or even be illegally carrying. Get a description of the vehicle and a plate if possible and let him go or at the very least give him a fair amount of distance... a scratched fender and a misunderstanding isn't worth a criminal record, a night in the hospital or the loss of your life.

I had a drunk driver hit me from behind and take off... I called the police while following and once i got the plate they told me to stop following... if he runs and causes an accident that hurts someone you can be held partially at fault for pursuing.

I question your local PD if they don't recommend the same and in addition they suggest you might want to carry a weapon in the future. I get that you have a right to defend yourself but an iced tea can doesn't require lethal force.
