Seat click fix

So does the looseness of the seat stem from the lack of lock washers? I'm still not sure which bar to replace with the flat bar. Is it the bar

I'm still not sure which bar to replace with the flat bar. Is it the bar that us "U-shaped"? I noticed that the passenger seat has the same bar and also has no lock washers.....
