it's part of my brake fluid extractor system. i have a large hand pump that vacuums out the brake fluid from the car while the replenish bottle continually adds fluid. the valve is a on/off switch basically.

im not a big fan of the push type brake bleeding system.

Have heard of a lot of hydraulic systems (usually clutches) being destroyed by this device.

You're thinking of the one I don't like...the pressurized system. Mine is gravitational pull...it makes vacuum at the beginning like a syphon. There is no pressure on the system.
