Two things: 1. Stock ECU overrides the throttle when the brake is applied. 2. The stock torque converter is not capable of stalling to 3,000 RPM, so even if the ECU allowed you to brake-torque, you'd need a high stall torque converter to rev to that RPM while standing still.
