To most cops it's a matter of time they feel is wasted by handling a small traffic incident and having to file a report for it, versus actually taking the time to file the full report. All officers are required to fill out a contact report in any incident regardless of a full report being written, you can always request a copy of this.

True. If you make a request, officers are supposed to file a report. They often don't if they don't think it is worth their time. You should always insist on a police report being filed when you are involved in an accident. Without a police report, insurance companies are more likely to deny a claim.

Even without a formal report being filed, officers will have a contact report filed just for being on scene, so if the insurance company does try to b.s. you, there is proof that an officer responded. The contact report is not official, they file them in case there is a crime within a certain time frame involving either one of you, it gives them a starting point if that should occur.
