Is the space right next to the grass not an actual parking space? But yeah, it seems like he's just parking away from the potential POS parking lot neighbor.

Far away and providing extra buffer space and protection for their car, yes. Simply parking far away and straight into and to the far side of a spot would accomplish the same goals. The extreme angle and multiple spot usage is too douchey and "look at me" for my personal taste.
But then again, we're a judgmental bunch who base what's right and what's wrong on our personal viewpoints (opinions).
