Default More on mounting front plate

I bought a 2010 roadster and just received my plates - a front plate is required in CA and now they will stop you for not having it.
I read everything that I could find on this board and others on how to mount it without ruining the look of the front end. Half of the Nissan supplied bracket goes over the painted section of the car rather than lower, on the black piece. I don't like the two aftermarket brackets, so I decided to use the zip tie method described on this board. You add some strengthening and cushioning to the back of the plate and zip tie it to the two plastic black cross pieces in the grill.
I wanted to use a chrome frame on the plate. Now however I see the problem. There is not enough room between the bottom of the black strip and the painted bottom section because the black strip angles down. I don't know if this was a change in 2010, but now there's not enough height there.
A CA plate is 6" and a fraction, a simple frame adds about 1/4", however there is only about 4&1/2 inches available there.
It looks like the plate will have to sit on top of the black strip. Ugh.
Anyone found a new way to skin this cat?

Why not just leave off the chrome frame? I think the plate looks better when it's attached to the black part of the grill and not covering the painted part of the bumper.
