Doesnt sound right, I agree. But I think it would cause a serious issue to allow anybody with a gun license to shoot at the villain in such cases. I

Doesnt sound right, I agree. But I think it would cause a serious issue to allow anybody with a gun license to shoot at the villain in such cases. I am sure officers go through a good deal of training for different situations they may encounter (how good/extensive that training is I dont know). What I am saying is on average, a police officer will know how to handle the hostage situation in a better fashion than the average joe with a gun.
