KB.. I'm guessing that his car already came with holes drilled and he perhaps didn't want that. Upon taking it back to the dealer and asking for a fresh replacement bumper with no holes, the dealer told him they were instructed via California law/ DMV requirements (which there are none) and now he's pissed.

I think he lives in Virginia. I do also and mine came with the bracket already mounted but the holes were only about 1/8" and easy to plug. Virginia has no such law about hole size or pre-drilling they just require a front plate be installed when the car is on the road.

It could be worse. They drilled holes in my bumper and my state doesn't require the front plate. So now I just have holes.
