In Texas your license plate frame is not supposed to cover the word "TEXAS" on the license plate itself. Just about every dealer in the state uses a frame that is technically illegal. I found it somewhat difficult to even find an aftermarket one that complied.
But I've only ever heard of one person getting a ticket for it, and that idiot was pulled over for reckless driving. The cop added illegal tint (it was pretty much limo tint) and a violation for the Hewlitt Chevrolet dealer license plate frame that was on his car
