BTW, the most likely reason for your situation is the locking pin did not retract completely. It probably retracted just enough to allow the wheel to turn but not enough to trigger the electrical signal to allow power to the vehicle. Hence, the steering lock is in what appears to be an "unlocked" position but you still cannot start the vehicle.
