That's because you have to have the ignition ON and engine running when you pull it. Reinsert the fuse, start the engine, and then pull the fuse. And then return the part you don't need

IIRC, the engine does not have to be running - just turned on. But it's been a while since I had to deal with an ESCL.

My experience was ACC did not work. Then I reset the fuse and turned the engine on and removed the fuse with success. It's possible the ignition needs to be ON (not just ACC) and the engine does not need to be running. I can't remember. It's been 8 years.
