Flashing fog light on braking question

I did some web searching and it appears that flashing brake light laws vary from state to state. If what I read is correct, California allows up to four flashes

I did some web searching and it appears that flashing brake light laws vary from state to state. If what I read is correct, California allows up to four flashes before the light becomes constant. Didn't see a list of states and their laws but one of the flasher module makers/vendors probably has one.

So I looked this up, thinking surely California wouldn't have something completely different... Sure enough, 25251.5 Any stoplamp or supplemental stoplamp required or permitted by Section 24603 may be equipped so as to flash not more than four times within the first four seconds after actuation by application of the brakes.

So in California all your brake lights can flash, not just a third brake light. I guess I shouldn't be too surprised this stuff happens all the time, majiuana laws I guess would be the current example in the news. That or perhaps the brake light stuff has been updated / repealed by some other section that I did not see in my search.
