panel fell off... what's the purpose?

The same piece flew off of my nismo cruising at about 105 mph...It kind of pissed me off that they designed this so badly. I'm going to measure a piece

I'm going to measure a piece of aluminum and just cut it to specs...Then im going to find a way to fasten it properly instead of using these stupid plastic clips...It almost seems like a scam
