It's for a tool that comes on Japanese cars only. Not sure of what it was, but we are not supposed to get them.

Edit: digital tire pressure gauge, that's what it was.

In Japan (late 1980's) cars were required to have a "fold-up" wheel chalk. Looked just like the hole you have. I also have a hole like it as well.
