Someone explain silly looking camber to me

I can't imagine it being for anything but looks and detrimental to tires and suspension parts (not to mention handling), but am also interested to find out if there is some advantage that I'm not seeing. I can't answer your question but I know my 5 year old boy's Power Wheel rides and handles better than that

Absolutely none! It makes ride and handling much much worse.
