It's common knowledge that every country does this. Just go to Embassy Row in DC and I guarantee you a large number of the diplomatic "staffers" are just spys.

This is normal and it should continue. No other country is surprised about this because... guess what? They are doing it too!

As for Bradley Manning... he should be executed for treason.
