You might also piss a lot if people off in traffic with a bright blinking light. Going on and off everytime you move.

Hmmm. This was about all I could find at the moment.

"Sec. 547.328. FOG LAMPS PERMITTED. (a) A motor vehicle may be equipped with not more than two fog lamps.

(b) A fog lamp shall be:

but ↑ this is about fog lamp, you are going to install a "blinking brake light"...

except for the turn-signal, in most cases, blinking-light is considered signal light and they are exclusive for emergency, thus you got to be very careful otherwise getting a ticket or warning is no fun.

Yeah I couldn't find anything pertaining to an extra blinking light.

No you just need to make a wire connection with blinking wire on fog to brake light wire in the trunk. Also need to ground it IIRC

Why would you want to defeat the purpose of having a rear fog light?
Why not add a flasher relay to the brake light on the hatch and keep the functionality of the fog light.
I you want your car to look like an F1 car, then make it blink constantly while you have it turned on.
