Thinking back - I used to work in the SEFC / naval yards back in the early 90s as a contractor before it was all rebuilt... drilling holes and taking soil / water samples... I remember hearing gun shots on a near daily basis. I'm sure it's changed since then but that part of town was pretty rough back then.

However the very sad part is that the naval yard is a gun free zone. Not one of the victims had a gun.
