Just like everything in life you will find that tickets have a hidden cost. They are court fees. I once had a speeding ticket where the actual fine was $80 and the court fees were $90. It's part of life. And it's a way to fund governments (local in this case) without raising taxes.

Seatbelt laws were started by insurance companies to reduce payouts in accidents. But on the side of caution

Do you want to become a 180 pound loose lethal object flying around the inclosed space possibly killing anyone else in the passenger compartment of the vehicle even if they are wearing seat-belts.

This is the one traffic law that just drives me up the wall here in Texas. I have only been asked about it once, and I told the trooper my front mounting bracket had broken to get out of it. He bought, so no harm done.

Nope. It was off because the car just came out of the garage for winter and I took it for a quick drive. I cover the car in the garage and the Stillen front Plate bracket would get in the way. I explained it to the cop but he did not care. $25 for the ticket $80 for court surcharge.
