You have to be careful and check the criteria they use to determine what "smart" and
"dumb" is. I remember when Houston was the fattest city in America every year for something like a decade...until the actually did an average weight measurement. Houston didn't even make the top ten. Turns out the criteria used to determine the fattest city were things like number of jogging trials vs number of fast food restaurants, etc. Basically all the thing the authors thought were "bad". They used everything except actual weight/ body fat content to determine the outcome. Statisitcs don't lie but liers use........well, you know the rest. The larger the number of criteria, the more the "shaping" of the outcome is probably being manipulated.
