Working in the oil industry I can say it takes more than just one factor to go into what makes the gas price. The cost of a barrel of oil is a major piece, but only makes up a percent of the price at the pump. I once had a nice break down of the price at the pump and what contributed what percent, but it was an email from a few years ago.
