Is it me or do people not know how to turn into the correct lanes? I was making a left this morning and the person across the light from me

Is it me or do people not know how to turn into the correct lanes? I was making a left this morning and the person across the light from me was making a right. We both started and he ended up slamming on his brakes and honking at me because I turned into my closest lane where as he was also trying to turn into my lane. Just because you have a right on green doesn't mean you can shoot across your closest lane and into mine retard...
