I'm guessing that export laws don't apply to personal use. On a more practical level, even if they are banned and you only have the one in your vape, I don't think they would do more than confiscate it (possibly the whole vape unit). Pleading stupidity/ignorance/Ugly American sounds like a good tactic. YMMV
