He's referring to resonated test pipes, getting just test pipes themselves, will give any system a lot of rasp on these cars
For example, Motordyne's ART pipes (resonated test pipes) almost completely remove rasp and also add back the lost low down power normally associated with test pipes.
I also know that FI make some resonated test pipes as well.

Test pipes generally will give you more power and volume through the range.

Perhaps get the CBE first and see if you want to upgrade with other parts later on, no need to get it all in one go.
