Lower frequency sound has longer wave lengths. In basic logic the idea of the 18" is to reduce lower frequency noise than the 12". "Quieter" is simply a vague term based on how we hear. Reducing a lower frequency noise source may not sound quieter because our hearing is more sensitive to higher frequency noise.
Saying all that above.... I have the FI resonated test pipes with the 18" CF resonators and really like the sound.
