I don't see what is so hard about this. I want to buy this kit, but it is vaporware right now.
Then what happens when they do not fall into the "window" they provide do you cry more? It isnt like it is your car at the shop they are getting the CARB approval with, then I would agree with you. If the Z isnt fast enough for you trade it in for something that is faster from the factory.

For the price of the Z plus FI there are a lot of nice cars in that price range. They are CARB approved off the lot!
