When the EVAP system is disabled, it will not perform its purge cycle, which is easy to think of similar to a water softener regeneration. Without the purge cycle, the charcoal canister just remains saturated and becomes ineffective. The system does not become sealed, it will just stop absorbing evaporative emissions. The fuel vapors will be expelled from the charcoal canister which is towards the rear of the car. You probably will not notice this in the cabin, if at all. Maybe in a closed garage.
At least, as I understand it. I havent spent a ton of energy learning about the EVAP system.
