2 updates. First the vacuum gauge didn't come today, so I will have to wait till next week to get the reading. Second is i'm hearing the waste gates open

First the vacuum gauge didn't come today, so I will have to wait till next week to get the reading. Second is i'm hearing the waste gates open but they sound like they are fluttering and not releasing pressure when they should. the boost just keeps going up.... any idea what it its?
