Volks racing plate cover

Mask it off using liquid mask, then spray away with your choice of spray bomb, (after you cut out the area you want to paint).

That appears to be a semi-custom molded one (I sell these). My guess is that the words are simply a decal so you really don't have a good option. Might be easier to just repaint the car to match.
