He did insinuate in the description of the item that he is in fact with Cincity Designs,
"For those who don't know about all they headlight, tail light, and side markers CiNcity Designs does, please visit the youtube channel simply by searching our name CiNcity Designs. You can also visit our website which is the same name followed by a dot com" So before I dispute the item with paypal (which I used), I'm gonna give him one last chance, and try and contact cincity Designs.
