Amuse bumper questions - Mesh and license plate.

I'm just wondering whether there is a need to put in a mesh or not, some people use one, some people don't. What are the pros and cons?

Also, here we are required to put on a front license plate, I'd be attracting enough attention already, I don't want cops pulling me over because I don't have a front plate.

how and I mount it on a slant? I'm hoping with how deep the hole is in the front + the tint and slant, the plate won't be that noticeable.
