Paint peeling!

A little update. I now believe there's a possibility that my bumper was repainted by the dealership I purchased it from. With close examination of the peeling areas there appears

I now believe there's a possibility that my bumper was repainted by the dealership I purchased it from. With close examination of the peeling areas there appears to be another layer of pearl underneath the top coat unless the layer that is peeling is the clear coat which I cannot fully discern.
