They are foam swabs that you wipe on to the surface that you're adhering to. You let it dry for a minute or two, then attach the piece.

The 3m Adhesion promoter is specifically designed to be used with 3m double sided tape this is your best answer for this question,I use this every day to install body side mouldings on cars these mouldings are extremely difficult to remove after installation.
