try RC car motor spray or nitro cleaner.

or gasoline
or wax

they all remove tar very effectively. wax afterwards.

I would spray some Tarminator on to a rag and wipe/dissolve it that way. Be sure to wipe up and drips or runs. Follow up with a wheelwax.

Gasoline will do the trick for ya, but ya your gonna wana wax when your done using it
