Both Mercedes and BMW have already developed this system, and a few years back BMW actually put a few mule 7 series on the roads of Southern California (there was an article in one of the major automotive magazines about it, but I've forgotten which one). I had the privilege of meeting up with one of the mules on I5 and we played tag for several miles. I have to say that I was extremely impressed with this system. Their intensity model was based on several more steps regarding the brightness aspect.
California law allows a series of three flashes, but I do not think that intensity stepping has been approved on a Federal level yet. Anyway, the idea in real-life is a life saver and our Zs' can benefit from such a measure. I have a theory that I adverted to in the past here of why other drivers' tailgate the 370Z and intensity braking would resolve my theory.

I'm dating myself here, but this was before YouTube's time, among others, and this system was based on the rapidity of flashes (what the OP is trying to do). The harder the braking the more flashes versus the intensity of the light that BMW is presently touting. The system was brilliant and really drove the point home. I could see where it would obnoxious after a while, but if you were to base the flashing activation only upon hard, and quick deceleration, then you would have a winner.
